Establishing the Pilot Program on Remote Emissions Sensing Devices in the Department of Transportation; requiring the Department to administer the Pilot Program; stating the purpose of the Pilot Program; requiring the Department to place three remote emissions sensing devices in each of Montgomery and Baltimore counties and collect data from the devices for 6 months; requiring the Department to undertake a specified study and submit a specified report; etc.
