Synopsis:

Repealing a provision that allows a loan contract to expressly prohibit a borrower from prepaying all or part of specified outstanding unpaid indebtedness at any time; and authorizing a borrower to prepay all or part of specified outstanding unpaid indebtedness at any time without a penalty.
