Requiring the Public Service Commission to require Baltimore Gas and Electric Company to invalidate the reverse energy auctions held during a specified time frame, hold one or more auctions no later than June 30, 2006, and accept bids for electric supply that replace the invalidated auctions under specified circumstances; requiring the Commission to reinstate a specified rate increase under specified circumstances; and making the Act an emergency measure.
