Synopsis
Requiring Baltimore City to use certain fines collected from violations enforced by certain traffic control signal monitoring systems or speed monitoring systems to make grants to certain low-performing schools and schools that have not met certain academic standards; requiring the Baltimore City Board of School Commissioners to establish a need-based formula for distributing grants; providing that after making grants of at least $25,000,000 in the aggregate, Baltimore City is not required to make additional grants; etc.
