Synopsis
Establishing the Traffic Control Signal Modernization Fund to finance the upgrading of traffic control signals in the State; requiring the District Court and a certain political subdivision to pay 10% of each fine or civil penalty assessed to the Comptroller; requiring the Comptroller to deposit money collected under the Act into the Fund; requiring the Administration to develop and implement a certain plan for upgrading traffic control signals in the State; etc.
