Authorizing the creation of a State Debt in the amount of $2,050,000, the proceeds to be used as a grant to the Mayor and City Council of the City of Annapolis for the acquisition, planning, design, construction, repair, renovation, reconstruction, and capital equipping of Taylor Avenue, including site improvements to the roadway and adjacent curbs, gutters, and sidewalks, and installation of traffic signals, located in Anne Arundel County; providing for disbursement of the loan proceeds; etc.
