Enacting changes to the Forest Conservation Act of 1991; providing for extension of specified protection measures to specified sites; providing for specified changes to forest stand delineation; altering the preferred sequence for afforestation and reforestation; repealing deadlines for expenditure of specified funds; authorizing forest mitigation banking for specified purposes; altering specified procedures and mitigation requirements; including floodplains in net area calculations; etc.
