Amending Chapter 660 of the Acts of the General Assembly of 1997, the
Maryland Consolidated Capital Bond Loan of 1997, to alter the
restrictions on the disbursement of the proceeds of general obligation
bonds of the State to the County Commissioners of Allegany County for
the Town of Lonaconing and the City of Frostburg; and making the Act
an emergency measure.
