Establishing, subject to the limitations in the State budget, the
Maryland Emergency Food Program in the State Department of Human
Resources to provide funding to assist specified emergency food
providers in purchasing food for needy individuals, to encourage needy
individuals to become self-sufficient, and to distribute information
on Maryland's earned income tax credit; establishing a procedure for
applying for grants and for allocating Program funds; requiring the
Department to adopt specified regulations; etc.
