Health Insurance Safety Net Act of 2002

Synopsis:

Establishing the Maryland Health Insurance Plan to provide comprehensive health benefits to individuals with preexisting medical conditions; establishing a Board of Directors for the Plan; granting the Board regulatory authority; authorizing the Board to aggregate the purchase of prescription drugs for enrollees in the plan and in the Senior Prescription Drug Program for a specified purpose; establishing a fund for the Plan; specifying the uses of the fund; requiring the Board to establish premium rates for the Plan; etc.
