Authorizing the Maryland Insurance Commissioner to excuse property and
casualty insurers from responding to the Commissioner's request for
specified data if the insurers demonstrates to the Commissioner that
the data would be of marginal use or if the collection of the data
would be an undue burden on the insurer based on the size of the
