Authorizing the creation of a State Debt in the amount of $16,000,000, the proceeds to be used as a grant to the County Executive and County Council of Prince George's County for the planning, design, construction, and capital equipping of various facilities at the Prince George's Hospital Center and Laurel Regional Hospital; providing for disbursement of the loan proceeds; establishing a deadline for the encumbrance or expenditure of the loan proceeds; etc.
