Synopsis:

Requiring the Public Service Commission to require Constellation Energy to return a specified amount of money in transition costs to Baltimore Gas and Electric Company; requiring Baltimore Gas and Electric Company to use the returned transition costs to reduce, in a specified manner, specified electricity rates; etc.
