Synopsis:

Requiring specified carriers that use specified panels of providers to provide specified services to enrollees to establish specified criteria and procedures for membership on those panels; requiring a carrier to provide the criteria and procedures to any provider requesting an application for membership on a carrier's provider panel; providing specified review and appeal procedures to specified persons under specified circumstances; prohibiting a carrier from terminating a provider without just cause; etc.
