establish an Economic Development Commission and to provide funds for
the operation of the Commission; requiring the Commission to be
operated by a Board of Directors appointed by the Board; authorizing
the Board of County Commissioners to enter into an agreement with a
nonprofit organization to operate the functions of the Commission; and
authorizing a nonprofit organization to use the facilities of the
Board or the Charles County Community College.
