Vehicle Laws - Use of Headlamps
Requiring the driver of a vehicle to light the vehicle's headlamps
when the vehicle's windshield wipers are being operated for a
continuous period because of impaired visibility from unfavorable
atmospheric conditions; specifying that a violation is not a moving
violation requiring points assessment; specifying that a conviction
may not be considered as evidence of negligence or contributory
negligence nor limit liability or diminish damage recovery; setting a
fine; and permitting enforcement only as a secondary violation.
