Requiring health insurers and health maintenance organizations to
provide inpatient hospitalization coverage for specified persons for a
specified minimum length of time; providing an exception; providing
for the appeal of adverse decisions; providing for the waiver of
external review of quality requirements for health maintenance
organizations; requiring the Secretary of Health and Mental Hygiene to
establish a Unified Credentialing Information System for health
occupations; and requiring a study of appeals of decisions.
