injuries sustained were in any way proximately caused by the
individual's commission of a felony; prohibiting an individual from
recovering noneconomic damages in civil actions in which the
individual was convicted of certain alcohol or drug related driving
offenses while operating or using a motor vehicle; establishing that
insurers are not liable for the same noneconomic losses; etc.
