Racing - Simulcasting

Synopsis:

Requiring tracks that hold pari-mutuel betting on simulcast races from out-of-state tracks to agree to receive any simulcast races that any in-state sending track asks to transmit during the same period of the day; repealing a requirement for approval by the Racing Commission; etc.
