Synopsis:

Allowing collective bargaining by a public school employer with noncertificated employees over educational policy and the administration of public schools; providing that a public school employer may not prohibit collective bargaining with noncertificated employees over specified matters; providing for the selection, composition, and use of an arbitration panel in collective bargaining with noncertificated employees; etc.
