Requiring a transferee to give written notice of transfer of ownership of specified property to a specified historic district commission or historic preservation commission; requiring specified historic district commissions and historic preservation commissions or the Maryland Historical Trust periodically to make a specified inventory and carry out specified visual inspections; etc.
