Implementation and Corrective Provisions
Requiring the Secretary of Health and Mental Hygiene, in consultation
with the Maryland Insurance Commissioner when developing specified
rates, to take into account specified expenses imposed on managed care
organizations; providing the Insurance Commissioner with the authority
to deny, refuse to renew, suspend, or revoke a certificate of
authority if an insurer fails to pay a specified assessment by the
People's Insurance Counsel; requiring a circuit court to impose a
specified fine under specified circumstances; etc.
