design, construction, repair, renovation, reconstruction, and capital
equipping of improvements to the Olney Boys and Girls Club Community
Park located in Olney; providing for disbursement of the loan
proceeds; requiring the grantee to grant and convey an historic
easement to the Maryland Historical Trust; etc.
