Authorizing the owner of the Bowie Race Course Training Center to sell the Center to the City of Bowie, Prince George's County, or the State; requiring a buyer of the Center under the Act to operate the Center as a thoroughbred training facility or for recreation and open space purposes under Program Open Space; etc.
