August 1 of each year; requiring county boards of education to review
these applications and render a decision on or before December 1 of
each year; prohibiting public charter schools from seeking waivers

disburse unrestricted current expense funds in accordance with a
specified formula; authorizing county boards and public charter
schools to negotiate for excess funds; etc.
