before July 1, 2012, that implement specified service quality and
reliability standards relating to the delivery of electricity to

systems; requiring regulations to include service quality and
reliability standards, account for major outages, and require an
electric company to file a corrective action plan if it fails to meet
service quality and reliability standards; etc.
