Authorizing the Secretary of Human Resources to establish an
alternative response program for specified reports of child abuse or
neglect; requiring the Department of Human Resources to establish a
specified advisory council; prohibiting specified reports of child
abuse or neglect from being assigned for an alternative response;
authorizing specified reports of child abuse and neglect to be
reassigned for an alternative response; providing for the
confidentiality, maintenance, and expungement of records; etc.
