Authorizing the creation of a State Debt not to exceed $500,000, the
proceeds to be used as a grant to the County Executive and County
Council of Howard County for the demolition of the existing Roger
Carter Recreation Center and the planning, design, construction, and
capital equipping of a new recreation center, located in Ellicott
City; providing for disbursement of the loan proceeds, subject to a
requirement that the grantee provide and expend a matching fund; etc.
