Requiring the Department of Natural Resources to suspend for 2 years for a first violation and up to 10 years for two or more violations, rather than revoke, a person's oyster authorization for knowingly committing certain violations; requiring the Department to reinstate a person's revoked oyster authorization under certain circumstances; altering a certain offense related to the use of prohibited gear; and repealing the 90-day time period within which a certain administrative hearing must be held.
