Establishing the Baltimore County School Board Nominating Commission; providing for the membership, duties, terms, and staffing of the Commission; requiring the Governor to designate the Commission chair; requiring the Governor to make appointments to the Baltimore County Board of Education from a list of nominees submitted by the Commission; providing that a member's appointment to the county board is subject to approval or rejection by the registered voters of the county at a specified election; etc.
