to alter or repair an existing building or structure that is located
in a municipal corporation and is intended for public use under
specified circumstances; authorizing local building code officials to

be signed and sealed by a licensed architect if necessary to ensure
conformity with specified building performance standards and to ensure
public safety and health; etc.
