Authorizing a political subdivision to apply to the Secretary of
Business and Economic Development for the expansion of an existing
enterprise zone; providing for the manner of application; requiring
that an area meet specified criteria to be included in an expansion;
authorizing the Secretary to grant an extraordinary expansion of an
enterprise zone under specified circumstances; providing that an
extraordinary expansion does not count towards specified limitations
on the number of enterprise zones allowed; etc.
