Creating the Maryland Business Financing Fund; providing for uses of the Fund; authorizing the Secretary of Business and Economic Development to approve certain financial assistance from the Fund; authorizing the Secretary to enter into certain loan agreements under certain conditions; providing for the repayment of certain financial assistance; repealing the Maryland Industrial Land Act and Industrial and Commercial Redevelopment Fund; etc.
