Requiring the Comptroller to distribute equally between Prince
George's County and Montgomery County the net income tax revenue for
the 1997 taxable year attributable to the county income tax paid by
residents of that part of the City of Takoma Park; providing for the
calculation of the State share of specified basic expenses,
compensatory education funds and the minimum library program in a
specified fiscal year for Montgomery and Prince George's County; and
making the Act an emergency measure.
