Electric Utility Industry Restructuring

Synopsis:

Enabling the restructuring of the electric utility industry of the State, subject to oversight of the Public Service Commission; requiring the phased implementation of customer choice for electric customers in the State; reducing certain rates for 4 years; allowing municipal electric utilities to make their service territory available for customer choice; requiring an electric company to provide certain services in its territory; requiring persons to be licensed before providing electricity supply services in the State; etc.
