Funds
Establishing that money appropriated by the State for student
financial assistance that is not used in that fiscal year, unless
excepted by other provisions of law, may not revert to the State
treasury but shall be used to make awards to students during
subsequent fiscal years; and prohibiting the use of retained student
financial assistance funds for administrative expenses.
